North Korea Visa for Hong Kong Citizens 2026

Visa Required

Hong Kong SAR passport holders cannot travel to North Korea independently; a visa is required and can only be obtained through a government-approved tour operator, who handles the full application on the traveller's behalf.

Guide last updated October 24, 2026. Always verify with official sources before travel.

What you need

  • Passport valid for at least 6 months beyond the trip
  • Booking with a government-licensed tour operator specialising in North Korea (commonly Beijing-based agencies working with the Korea International Travel Company) - independent travel is not permitted
  • Passport-style photos as requested by the tour operator
  • Completed visa application form supplied by the tour agency
  • Full itinerary fixed in advance, accompanied by state-approved guides throughout the visit
  • Restrictions on personal GPS devices, telephoto lenses and certain publications, as advised by the tour operator
  • Travel insurance specifically covering North Korea strongly recommended
  • No biometrics collected for the visa; it is issued as a separate paper or loose-leaf document in most cases, not stamped in the passport

Visa types

  • Tourist Visa - the only realistic category for Hong Kong travellers, issued solely through an approved tour operator, valid for the fixed duration of the pre-arranged tour
  • Journalist and official visas exist but require separate government-level authorisation and are not relevant for ordinary travellers

How to apply

  • Book a tour through a licensed agency that specialises in DPRK travel (commonly based in Beijing)
  • The agency submits your passport details and photo to North Korean authorities on your behalf
  • There is no direct application to a North Korean embassy for individual tourists
  • Visa approval and the fixed tour itinerary are confirmed together, usually a few weeks before departure
  • Travel is almost always via a transit point such as Beijing, since there are limited or no direct flights from Hong Kong to Pyongyang

Fees & processing time

  • The visa fee itself is modest and usually bundled into the overall tour package price by the operator
  • Tour package costs (including the visa) typically range from several hundred to over a thousand USD depending on duration and season
  • No VFS/BLS fee - processing is entirely through the tour operator
  • Total cost estimate: visa itself is a minor cost; budget primarily for the tour package
  • Standard processing time: several weeks, tied to the tour operator's booking and approval cycle
  • No express/individual fast-track option exists for DPRK visas

Tips for Hong Kong travelers

  • Book well in advance (at least 4-6 weeks) since tours and visas are processed together and slots can be limited
  • Follow your tour operator's guidance closely on restricted items and photography rules to avoid problems at the border
  • Entry/exit is tightly controlled and independent movement inside the country is not permitted
  • Check Hong Kong SAR and international travel advisories before booking, as access rules change periodically
  • Keep copies of your visa/tour documents separate from your main luggage in case of loss
